Q4 Electrical Joins SPA to Support the Mordialloc Level Crossing Removal Project
We are excited to announce Q4 Electrical & Communications has secured the electrical package for the Mordialloc Level Crossing Removal Project, partnering with the Southern Program Alliance (SPA) to deliver critical infrastructure for the new Mordialloc Station.
A Transformative Project for Mordialloc
This major project involves removing three level crossings – McDonald Street, Station Street (Aspendale) and Bear Street and replacing them with elevated rail bridges.
The vision also includes a brand-new, premium station precinct with modern amenities, all‑abilities access, improved lighting, and pedestrian‑friendly public spaces.
The Southern Program Alliance (SPA)
To fully appreciate the scale and significance of this contract, it’s helpful to understand who we’re working with. The Southern Program Alliance (SPA) is a high-calibre joint venture made up of:
- ACCIONA / Coleman Rail
- Lendlease
- WSP
- Level Crossing Removal Authority
- Metro Trains Melbourne
SPA is one of five program alliances delivering the Victorian Government’s Level Crossing Removal Program; a large-scale, coordinated effort to remove dangerous or congested level crossings across Melbourne.
Notably, SPA has already delivered multiple major works packages, including on the Frankston line and has completed level-crossing removals and station rebuilds in other precincts.
Our role at Q4, is focused on the electrical and signalling infrastructure, with the work building directly on Q4’s previous rail experience. It will allow us to bring refined processes and technical know-how to a large-scale metropolitan rail project.
Improving Safety & Connectivity
The removal of level crossings in Mordialloc will significantly enhance both safety and traffic flow in the area. At completion of the project, closing the boom gates will not only make local roads safer but also reduce congestion and support more reliable rail services.
